I once played a character in a superhero game who had two powers:

1. Flight (max 7 mph)
2. The ability to make other people believe he had awesome world-altering superpowers

My favorite power was a bit in Gamma World. Powers would cycle, and when you got one, you could try to overcharge it... but if you failed, there'd be a detrimental effect. One was like this:

Success: You can talk to fish for one hour.
Failure: You think you can talk to fish for one hour.
